However, if all you want is a visa card so that you can purchase things on the Internet yes you can do this in Thailand without the need for proof of income or anything in fact all you need to do is open a Bank account in Thailand and off you go.
Not all banks offer visa debit cards however, so you need to do some research first before you open a bank account. The great thing about getting a visa debit card in Thailand that it it can all be done in 30min and 2 hours later you can literally go on the Internet and use your card to make purchases.

Problems with a Visa Debit card in Thailand
Some people have experienced problems using their Thai Visa Debit card online because of the address. When you open your bank account you need to make sure the address is written in English on the application, if you write it in Thai you may experience problems. Then remember the exact address you used when you opened the account.
One thing Thai banks don’t allow is over drafting your account. An overdraft is when you take out more money than you actually have in your account.
